This could fit equally well under the heading of health and inhumanity, but in the end, it is likely to proven that politics has more to do with this case than anything else, much as the treatment of this one family has been cruel, callous and cold political posturing by a government and bureaucrasy that has long ago decided they can trample on the consititution they are supposed to protect with impunity.
